With the move tool selected, you
can use either your mouse or
keyboard arrows keys to drag it
over any area of image.
Click-and-drag will select an
object if nothing else does;
otherwise whole layers are
moved when clicked upon with
this option active at default
settings (hold shift for larger
movements).
